Job Description

Provide Construction Surveillance Technicians (CSTs) to conduct construction security surveillance services in support of SMWDC secure construction projects. The contract scope will encompass CSTs carrying out construction security and surveillance operations, as well as providing essential support to the Site Security Manager (SSM). The CSTs will comply with the CSP and SOP developed by SMWDC, in alignment with the ICD 705. The performance site is on Naval Base San Diego (NBSD), consisting of one auditorium and several office/conference rooms. The contractor(s) will provide Construction Security Monitoring services, with potential future taskings involving secure facilities in other fleet concentration areas. All CSTs contractors will report directly to SSM, who serve as the sole Point of Contact (POC) for Special Projects in Accordance With (IAW) Intelligence Community Directive (ICD) 705. Qualification: Key personnel must meet the following requirements to be considered technically qualified to perform on this contract: · Must have active/adjudicated Top Secret (TS) security clearance. · Must have security experience specifically related to Special Projects following ICD 705 construction, intelligence operations, counterintelligence operations, counter-surveillance operations, technical surveillance countermeasures, physical security, or a combination of these experiences. · Must have experience working as a CST, SSC or SSM on ICD-705 construction projects or working as a Physical Security Special Security Officer (SSO). · Must have knowledge of technical listening devices commonly used by foreign intelligence services. Experience identifying threats, vulnerabilities and potential risks. The ability to inspect materials being delivered. Experience continuously monitoring the construction of secure spaces and documenting all steps to support final accreditation packets. · Must hold a valid certificate for the successful completion of a forty (40) hour or greater CST Training Course CST Operations will include: · Contractors shall implement and exercise knowledge of ICD-705 standards, Technical Surveillance Countermeasures (TSCM), construction principles, and types of devices used by hostile and friendly intelligence services for the purpose of clandestine surveillance. Additionally, the Contractors shall maintain compliance with the Construction Security Plan (CSP). Follow and perform all duties stated in the CST Standard Operating Procedures (SOPs) and ICD-705. · Contractors shall identify and report anomalies, vulnerabilities, breaches, violations, unauthorized activities or potential risks that deviate from the CSP and ICD-705 within 24 hours. All aberrations will be reported via an incident report to the SSM. · Contractors shall enforce access control procedures for all construction personnel, visitors, vehicles, and equipment entering or exiting the site. Enforce procedures to deny unauthorized access when necessary. · Contractors shall coordinate with the SSM, site security personnel, and construction workers to enforce all applicable security measures. · Contractors shall conduct thorough and continuous physical inspections and physical surveillance of construction sites to identify and mitigate potential security threats and prohibited items. Inspections include construction materials, finished and unfinished construction work, tools, equipment, personnel, and personal items such as bags, lunch boxes, etc. · Contractors shall ensure and monitor all construction personnel adhere to security protocols and procedures. Observe and interact with the construction workers as they accomplish their various tasks to preclude the introduction of electronic, electrical, mechanical, or any other type of hostile surveillance monitoring devices into the finished construction. · Contractor shall photograph and continuously monitor the construction of secure spaces and document all steps to support final accreditation package. · Contractors shall document daily activities and maintain accurate and detailed logs of daily activities, inspections, and incidents. Activities and logs should be submitted to the SSM daily/weekly. · Contractors shall perform miscellaneous administrative support functions as directed by the SSM. · Contractors are required to use the approved government inspection equipment to screen all equipment, materials, and furnishings intended for use in the controlled construction area. This ensures that the construction materials have not been altered or tampered with in anyway. · Contractors shall escort uncleared personnel as required/needed. · Contractors shall provide weekly activity summaries to the COR and SSM. · Contractors shall comply with all site-specific safety policies. Shall wear all appropriate Personal Protective Equipment (PPE) and steel or composite toe boots while on the secure construction site. · Contractors shall maintain a professional demeanor and conduct in all interactions. · Contractors shall utilize knowledge of all construction disciplines including civil architectural, mechanical, electrical, and electronic engineering principles. · Contractors shall read and analyze designs and blueprints and recognize the architect’s intended use. CST Documentation. CSTs shall ensure that the following activities are documented: · Detailed descriptions of all construction activities including date, time, location, person(s) completing work, work being performed, and accompanying photos. · Detailed descriptions of all security incidents involving personnel that occur on the SCS including date, time, persons involved, description of incident, reporting CSTs, and accompanying photos (if applicable). · Detailed descriptions of all construction close-ins/seal-ins include date, time, location, Type of close- in/seal-in, person(s) completing work, monitoring CST(s), and accompanying photos. · Complete access control log of all personnel who access and exit the secure construction site including full name, date/time entered, date/time exited. · Complete list of all vehicles that access the Secure Construction Site including date, time of entrance, time of exit, driver’s name, driver’s license number, vehicle license plate number, and reason for entrance. · Detailed daily opening and closing log of construction site
